WESTERN CAPE – A much respected police spokesman retires. WO Joseph Swartbooi retires from South African Police Service following a distinguished career in law-enforcement communications.
The South African Police Service in the Western Cape was marking the retirement of a respected member of its professional personnel, as Swartbooi (60), rounding off an exemplary 36-year career.
Swartbooi officially retired today, 31 October 2025, marking the end of a varied career in the service that began in 1989.
He served in various capacities, in which his professionalism, integrity and unwavering commitment were constant. His most significant contribution came through his work in communications, where he became a familiar and trusted spokesperson for the police in the Western Cape.

Since 2018, Swartbooi was a vital member of the Communication Service, where his calm demeanour, clear communication and dedication earned him the respect of colleagues and members of the media.
His role as spokesperson required him to navigate complex and often sensitive situations while maintaining transparency and accuracy.
In 2021 he was stationed at the Provincial Media Centre, where he played an instrumental role in facilitating accurate and timely communication between police and the public. His ability to handle sensitive matters with discretion and professionalism left a lasting mark on the team, establishing him as a reliable point of contact for media inquiries.
The police Western Cape management extended heartfelt gratitude to Swartbooi for his outstanding contribution and wished him well as he embarked on a well-deserved retirement.
“Thank you for your service, WO Swartbooi, your legacy of commitment and excellence will continue to inspire those who follow,” they stated.
His retirement represents the end of an era for police communications in the Western Cape, where his steady presence and professional approach helped build trust between the police service and the community it serves.
