The City of Cape Town will modernise learner’s licence testing with a new Computerised Learner’s Licence Testing (CLLT) system from Monday, 15 December 2025.

The digital system replaces the manual booklet-based test and allows applicants to complete the exam on touchscreen devices. The City has completed installations at Brackenfell, Elsies River, Joe Gqabi and Lingelethu West.

Brackenfell and Elsies River will go live first. The City will announce implementation dates for other centres at facility level. Officials expect all 18 Driving Licence Testing Centres to operate the system by mid-February 2026.

“This shift in gears is long overdue and brings us a step closer to the digital age,” said Mayoral Committee Member for Safety and Security, Alderman JP Smith. He said the system will speed up testing and deliver faster results.

Smith added that the change may reduce appointment waiting times and improve the overall licensing process, which currently frustrates both clients and staff.

The CLLT system delivers instant digital results and uses standardised testing to reduce the risk of corruption. It includes fingerprint verification and touchscreen functionality.

Applicants can take the test in all 11 official languages. The system also supports hearing-impaired applicants and continues operating during electricity outages.

Chief Inspector Kevin Jacobs, Cape Town Traffic Services spokesperson, said the booking system will remain unchanged. DLTCs will display signage to inform the public about installation progress.

“Examiners will still provide instructions, and the system includes a demonstration function to help candidates before the test starts,” said Jacobs. He asked the public for patience during the transition period.

Applicants can book learner’s licence test appointments at any of the City’s 18 DLTCs. A free study guide is available on the National Traffic Information System website.
